SPECIAL TOWN BOARD MEETING – JANUARY 28TH, 2010

Supervisor Richard Keaveney opened the special meeting at 6:30 p.m.with the Pledge of Allegiance to the Flag, followed by a moment of silence.
There were five board members present: Supervisor Richard Keaveney
Councilperson Brenda Adams
Councilperson Peter Stelling
Councilperson Carrie Bither
Councilperson David Patzwahl
There were 8 people in the audience present.

AUDIT: The books of the Judges’, the Town Clerk, the Supervisor, and the Tax Collector were audit by the Town Board.
Supervisor Richard Keaveney read the Public Notice:
Supervisor Richard Keaveney audited the Judges’ accounting records.
Councilperson David Patzwahl audited the Tax Collector accounting records.
Councilperson Carrie Bither audited the Town Clerk accounting records.
Councilperson Brenda Adams and Councilperson Peter Stelling audited the Supervisor’s accounting records.

MOTION: Councilperson Brenda Adams made a motion, seconded by Councilperson David Patzwahl, to close the audit at 7:58 p.m.

SPECIAL TOWN BOARD MEETING

The meeting opened at 7:03 p.m. Supervisor Richard Keaveney introduced the applicants for the Planning Board position:
1. Lori Hickok who spoke of her interests and qualifications.
2. Craig Dillion spoke of his occupation and interest.
3. Supervisor Keaveney said that this applicant informed Town Clerk, Charlotte Cowan, that they withdrew their application this afternoon.

Supervisor Richard Keaveney introduced the Code Enforcement Officer/Building Inspector applicant, Mr. Glenn Smith. Mr. Smith presented his qualifications, experience, and his certifications. He explained his procedures of handling violations and inspections.

Supervisor Richard Keaveney asked to enter into executive session to discuss applicants.
MOTION: Councilperson Brenda Adams made a motion, seconded by Councilperson David Patzwahl, to enter into executive session at 7:40 p.m. 5-ayes.

Councilperson Peter Stelling – yes;
Councilperson Carried Bither – yes;
Councilperson David Patzwahl – yes. Motion Carried.

MOTION: Supervisor Richard Keaveney made a motion, seconded by Councilperson David Patzwahl, to return to the regular meeting at 8:01 p.m. Supervisor Keaveney said there were no decision or motions made. 5-ayes.

Councilperson Peter Stelling – yes;
Councilperson Carried Bither – yes;
Councilperson David Patzwahl – yes. Motion Carried.

MOTION: Councilperson David Patzwahl made a motion, seconded by Councilperson Carrie Bither, to amend Organizational Resolution #19 to appoint Ms. Lori Hickok, to a term ending December 31, 2013. 5-ayes.

Councilperson Carried Bither – yes;
Councilperson David Patzwahl – yes. Motion Carried.
MOTION: Supervisor Richard Keaveney made a motion, seconded by Councilperson Brenda Adams, to amend Organizational Resolution #30 to appoint Mr. Glenn Smith, as Code Enforcement Officer/Building Inspector, with a starting date of March 1st, 2010. 5-ayes.

Councilperson Peter Stelling – yes;
Councilperson Carried Bither – abstain;
