CANAAN TOWN BOARD MEETING – PUBLIC HEARINGS
FEBRUARY 8TH, 2010

Supervisor Richard Keaveney opened the Public Hearing at 6:50 p.m.

PUBLIC NOTICE: Supervisor Richard Keaveney read the Public Notice – PLEASE take notice that the Canaan Town Board will open its monthly meeting at 6:45 p.m. with a Public Hearing on February 8th, 2010, on the proposed Local Law #1 of the year 2010, and on the proposed Local Law #2 of the year 2010, at the Canaan Town Hall. Local Law #1 of the year 2010 is amending §355-21 of the Town of Canaan Subdivision Laws concerning the requirement for waiver to allow lot boundary adjustment. Local Law #2 of the year 2010 is regulating the running of dogs at large. The regular monthly meeting will follow the Public Hearing.
Supervisor Keaveney asked if there were any questions concerning Local Law #1 of the year 2010.
Allowing all that wished to be heard, having been heard, the hearing on Local Law #1 of the year 2010 was closed at 6:51 p.m.

Supervisor Keaveney opened the hearing on Local Law #2 of the year 2010 at 6:52 p.m. The Supervisor explained that this Local Law would allow the Town to get some of the cost of boarding a dog at the Humane Society back. Allowing all that wished to be heard, having been heard, the hearing was closed at 6:54 p.m.

ASSESSOR REPORT: Town Assessor, Jean Rohde, informed all that instructional meetings will be held at the Canaan Firehouse and the East Chatham Firehouse concerning the impact notices. There will also be a presentation available at the Town Hall on a Wednesday.

HIGHWAY REPORT: Superintendent of Highways, Bernhard Meyer, read his monthly report. The report is on file at the Town Clerk Office and may be viewed during normal office hours.

MOTION: Councilperson David Patzwahl made a motion, seconded by Supervisor Richard Keaveney, to permit Superintendent Meyer to go out to bid for annual supplies and machinery services. 4-ayes.

D.F. WHEELER PRESENTATION: Handouts and a slide presentation were given on a phase 1 construction for a Salt Shed. Materials, different designs, and estimates were presented.

PUBLIC DISCUSSION:
Mr. Walt Williams is concerned about Town tax increase with the building of a Salt Shed.
Mr. Pierre Gontier questioned the budget analysis. Supervisor Keaveney said that there will be a mandatory referendum vote on the Salt Shed proposal, and there will be no raise in the Town taxes to build a Salt Shed.
Ms. Cim Smith asked why the Town could not build a smaller open 3-sided shed like New Lebanon. Highway Superintendent Bernhard Meyer explained that New Lebanon uses pure salt and they have their own gravel bank. They only need a shed to accommodate the salt they use.
