March 8th, 2010

Supervisor Richard Keaveney opened the meeting at 7:00 p.m. with the Pledge of Allegiance to the Flag followed by a moment of silence.

RESOLUTION #51 – APPOINTMENT OF _______________TO SERVE ON THE BOARD OF ASSESSMENT REVIEW.
MOTION: Councilperson David Patzwahl made a motion, seconded by Councilperson Brenda Adams, to table Resolution #51. 5-ayes.

BOARD DISCUSSION:
1. Wind Power Committee: Supervisor Richard Keaveney said that he and the Town attorney will set a meeting date to meet with the committee. The committee will present their recommendations to the Planning Board, Zoning Board of Appeals and the Town Board.
2. Inter-municipal Agreement: Supervisor Keaveney said the agreement among towns and the Code Officer was being prepared. The agreement will be brought to the next meeting for the town board to review.
3. Sand/Salt Storage Public Hearings: Public Hearings are to be scheduled prior to the referendum vote.
4. Zoning Officer/Building Inspector Office Hours: Wednesdays – 8:30am to 11:45am and Fridays – 12:00 pm to 3:15pm.
5. Supervisor Richard Keaveney said that the town proposal to reduce the speed limit of State Route 295 was approved by the Columbia County Traffic review board but the NYS DOT denied the request.

HIGHWAY REPORT: Superintendent of Highways, Bernhard Meyer, read his monthly report. The monthly report and the bid results are on file at the Town Clerk Office and may be viewed during normal office hours.

MOTION: Councilperson Carrie Bither made a motion, seconded by Supervisor Richard Keaveney, to accept the bid recommendations presented by Superintendent Meyer. 5-ayes.

ASSESSOR: Jean Rohde said that the tentative roll will be ready by April 1st, 2010. Notices of finalized values have been mailed for the revaluation. Informal meetings are being held with the contractors. Year-end maintenance, exemptions and changes are being prepared for the tentative roll. The assessor’s monthly report is on file at the Town Clerk Office and may be viewed during normal office hours.

PUBLIC DISCUSSION:
1. Mr. Walter Williams asked about the Assessment Review Board members.
2. Mr. Gary Flaherty asked about trucks not being covered while transporting to the transfer station and that a letter was to have been written to authorities. Supervisor Keaveney said he will write a letter to law enforcement officers
3. Miss Cim Smith questioned dog fines. This will be researched.

MOTION: Supervisor Richard Keaveney made a motion, seconded by Councilperson Brenda Adams, to discuss an Article 7 issue at 8:25pm. 5-ayes.
