Supervisor Richard Keaveney opened the meeting at 7:00 p.m. with the Pledge of Allegiance to the Flag followed by a moment of silence.

MINUTES: Councilperson Brenda Adams made a motion, seconded by Councilperson Peter Stelling, to approve the March 12th, 2010 minutes. 4-ayes. BILLS: Councilperson David Patzwahl made a motion, seconded by Councilperson Brenda Adams, to approve the payment of all bills presented: General Fund Bills: #81 - #131, in the amount of $14,415.59. Highway Fund Bills #19 - #39 in the amount of $29,902.90. 4-ayes. RESOLUTION #47 –LOCAL LAW No. 2 of the YEAR 2010 A local law regulating the running of dogs at large. MOTION: Supervisor Richard Keaveney made a motion, seconded by Councilperson Brenda Adams, to adopt Resolution #47 as amended. (throughout the law the word “Animal Control officer” to “Dog Control officer”. 4-ayes. Roll call showed: Supervisor Richard Keaveney – yes; Councilperson Brenda Adams – yes; Councilperson Peter Stelling – yes; Councilperson David Patzwahl – yes. Resolution #47 adopted.
RESOLUTION #51 – APPOINTMENT OF TO SERVE ON THE BOARD OF ASSESSMENT REVIEW. MOTION: Supervisor Richard Keaveney made a motion to appoint Rob Rugen, seconded by Councilperson David Patzwahl. Councilperson Brenda Adams made a motion to appoint Russell Moore, seconded by Councilperson Peter Stelling. Resolution #51 not passed. Supervisor Richard Keaveney will schedule a special board meeting to make this appointment. Training for the appointee is May 4th, 6-9pm at the Greenport Town Hall.
RESOLUTION #52 – BOARD OF ETHICS APPOINTMENTS – Mr. Al Vinck, and Mr. Jack Leal. MOTION: Councilperson Brenda Adams made a motion, seconded by Councilperson David Patzwahl, to adopt Resolution #52. 4-ayes. Roll call showed: Supervisor Richard Keaveney – yes; Councilperson Brenda Adams – yes; Councilperson Peter Stelling – yes; Councilperson David Patzwahl – yes. Resolution #52 adopted.
RESOLUTION #53 – INTER-MUNICIPAL AGREEMENT WITH AUSTERLITZ Supervisor Richard Keaveney said that the agreement has not been received. The agreement will be for sharing the ZEO and Building Inspector, Glenn Smith.
BOARD DISCUSSION: 1. Wind Power Committee: Supervisor Richard Keaveney said he and the committee would hold an introductory meeting on Saturday, April 17th, at the Town Hall. 2. Audit – Supervisor Keaveney said that the State would not be auditing the Town of Canaan. The State recommends the town have an independent audit done. Supervisor Richard Keaveney said that the audit would be figured into next years’ budget. 3. Sand/Salt Storage Public Hearings: there will be two Public Hearings held; one would be held in May. 4. Lebanon Valley Protective Association – Supervisor Richard Keaveney attended a meeting and we have received letters from LVPA informing us that they are unable to bill insurance companies and residents, and the associated financial consequences to LVPA and the towns. Councilperson Brenda Adams and Councilperson Peter Stelling are going to attend the next scheduled meeting.
ASSESSOR: Jean Rohde said that Grievance day will be May 25th, and that all grievances must be received no later than May 25th, 2010. The assessor’s monthly report is on file at the Town Clerk Office and may be viewed during normal office hours. Mr. Larry Salzman, former Board of Assessment Review chairperson, suggested that a hand out of the procedures be made available to all that grieve.

MOTION: Councilperson Brenda Adams made a motion, seconded by Supervisor Richard Keaveney, to have Highway Superintendent, Bernhard Meyer, attend Highway School, June 7-9, 2010. 4-ayes. Roll call showed: Supervisor Richard Keaveney – yes; Councilperson Brenda Adams – yes; Councilperson Peter Stelling – yes; Councilperson David Patzwahl – yes. Motion Carried.
MOTION: Supervisor Richard Keaveney made a motion, seconded by Councilperson Brenda Adams, to have Highway Superintendent, Bernhard Meyer, purchase culvert for Maple Drive. 4-ayes. Roll call showed: Supervisor Richard Keaveney – yes; Councilperson Brenda Adams – yes; Councilperson Peter Stelling – yes; Councilperson David Patzwahl – yes. Motion Carried. Superintendent Meyer explained that a resident on Dean Hill road has asked that the town rectify a drainage issue. Highway has placed large rocks to assist the drainage but the problem still exists. Superintendent Meyer is asking the board to look at the situation because the Town is causing the water issue toward the property. PUBLIC DISCUSSION: 1. Mr. Gary Flaherty was at the LVPA meeting and understands the regroup issue. 2. Miss. Cim Smith said there was a long article in the Chatham Courier about the Wednesday meeting about LVPA. 3. Mr. Walter Williams asked if signs could be placed concerning trash and fines. Supervisor Keaveney said that we would need a Local Law to enforce placing signs. 4. Ms. Wendy Dwyer said that she has seen bags of garbage along the bridge on Route 22. Highway Superintendent, Bernhard Meyer, said he has seen law enforcement patrolling the area. Councilperson Brenda Adams said we should hire another Sheriff Deputy to patrol area. 5. Mr. Williams is concerned about “Nelson” company trimming trees along the roads without anyone flagging.

RESOLUTION #51 – APPOINTMENT OF TO SERVE ON THE BOARD OF ASSESSMENT REVIEW. MOTION: Supervisor Richard Keaveney made a motion to appoint Rob Rugen, seconded by Councilperson David Patzwahl. Councilperson Brenda Adams made a motion to appoint Russell Moore, seconded by Councilperson Peter Stelling. Resolution #51 not passed. Supervisor Richard Keaveney will schedule a special board meeting to make this appointment. Training for the appointee is May 4th, 6-9pm at the Greenport Town Hall.
RESOLUTION #52 – BOARD OF ETHICS APPOINTMENTS – Mr. Al Vinck, and Mr. Jack Leal. MOTION: Councilperson Brenda Adams made a motion, seconded by Councilperson David Patzwahl, to adopt Resolution #52. 4-ayes. RESOLUTION #53 – INTER-MUNICIPAL AGREEMENT WITH AUSTERLITZ Supervisor Richard Keaveney said that the agreement has not been received. The agreement will be for sharing the ZEO and Building Inspector, Glenn Smith.
BOARD DISCUSSION: 1. Wind Power Committee: Supervisor Richard Keaveney said he and the committee would hold an introductory meeting on Saturday, April 17th, at the Town Hall. 2. Audit – Supervisor Keaveney said that the State would not be auditing the Town of Canaan. The State recommends the town have an independent audit done. Supervisor Richard Keaveney said that the audit would be figured into next years’ budget. 3. Sand/Salt Storage Public Hearings: there will be two Public Hearings held; one would be held in May. 4. Lebanon Valley Protective Association – Supervisor Richard Keaveney attended a meeting and we have received letters from LVPA informing us that they are unable to bill insurance companies and residents, and the associated financial consequences to LVPA and the towns. Councilperson Brenda Adams and Councilperson Peter Stelling are going to attend the next scheduled meeting.
ASSESSOR: Jean Rohde said that Grievance day will be May 25th, and that all grievances must be received no later than May 25th, 2010. The assessor’s monthly report is on file at the Town Clerk Office and may be viewed during normal office hours. Mr. Larry Salzman, former Board of Assessment Review chairperson, suggested that a hand out of the procedures be made available to all that grieve.

Superintendent Meyer explained that a resident on Dean Hill road has asked that the town rectify a drainage issue. Highway has placed large rocks to assist the drainage but the problem still exists. Superintendent Meyer is asking the board to look at the situation because the Town is causing the water issue toward the property. PUBLIC DISCUSSION: 1. Mr. Gary Flaherty was at the LVPA meeting and understands the regroup issue. 2. Miss. Cim Smith said there was a long article in the Chatham Courier about the Wednesday meeting about LVPA. 3. Mr. Walter Williams asked if signs could be placed concerning trash and fines. Supervisor Keaveney said that we would need a Local Law to enforce placing signs. 4. Ms. Wendy Dwyer said that she has seen bags of garbage along the bridge on Route 22. Highway Superintendent, Bernhard Meyer, said he has seen law enforcement patrolling the area. Councilperson Brenda Adams said we should hire another Sheriff Deputy to patrol area. 5. Mr. Williams is concerned about “Nelson” company trimming trees along the roads without anyone flagging.
