CANAAN Monthly Town Board Meeting – June 11th, 2007

Supervisor Gary Flaherty opened the meeting at 7:01 p.m. with the Pledge of Allegiance to the Flag, followed by a moment of silence. Supervisor Flaherty asked for all to keep Mr. Howard Walker and Mrs. Helen Briggs in their moment of silence. There were four board members present: Supervisor Gary Flaherty; Councilperson Carrie Bither; Councilperson Virginia Nightingale; and Councilperson David Patzwahl. Councilperson Stephen August was absent. There were seventeen people in the audience.

BILLS: Councilperson David Patzwahl made a motion, seconded by Councilperson Carrie Bither, to approve payment of bills presented. General Fund, #120-#144, in the amount of $10,005.55. Highway Fund, #56-#66 in the amount of $26,794.76. 4-ayes, Motion Carried. Roll-call showed: Supervisor Gary Flaherty-yes; Councilperson Carrie Bither-yes; Councilperson David Patzwahl-yes; and Councilperson Virginia Nightingale-yes. Motion Carried.

MINUTES: Councilperson Carrie Bither made a motion, seconded by Councilperson Virginia Nightingale, to accept the minutes from May 14th, 2007. 4-ayes, Motion Carried. Roll-call showed: Supervisor Gary Flaherty-yes; Councilperson Carrie Bither-yes; Councilperson David Patzwahl-yes; and Councilperson Virginia Nightingale-yes. David Patzwahl-yes. Minutes approved.

RESOLUTION #48 – TOWN OF CANAAN 2007 SUMMER RECREATION PROGRAM STAFF
WHEREAS, the Canaan Recreation Program has interviewed all applications received for employees for the 2007 Summer Program,
WHEREAS, the Program recommends the following certified people for the 2007 Summer Program: Swim and Field Director; Swim Staff; Field Assistant Director; and Field Counselors,
NOW THEREFORE, BE IT RESOLVED that the Town Board of the Town of Canaan does hereby approve the Program recommendations for the 2007 Summer Recreation Staff and the established salaries for the year 2007.
MOTION: Councilperson Virginia Nightingale made a motion, seconded by Councilperson Carrie Bither, to approve Resolution #48. 3-ayes, Motion Carried. Roll-call showed: Supervisor Gary Flaherty-yes; Councilperson Virginia Nightingale-yes; Councilperson Carrie Bither-yes; and Councilperson David Patzwahl-abstained.

MOTION: Councilperson Virginia Nightingale made a motion, seconded by Councilperson David Patzwahl, to approve the Local Law No. 2 of the year 2007 – Six-month moratorium of building on Flints Crossing. 4-ayes, Motion Carried. Roll call showed: Supervisor Gary Flaherty-yes; Virginia Nightingale-yes; Carrie Bither-yes; and David Patzwahl-yes. Motion approved.

MOTION: Councilperson Virginia Nightingale made a motion, seconded by Councilperson Carrie Bither, to establish a “Recreation Commission” at the July 2007 meeting. 4-ayes, Motion Carried. Roll call showed: Supervisor Gary Flaherty-yes; Virginia Nightingale-yes; Carrie Bither-yes; and David Patzwahl-yes. Motion approved.

MOTION: Councilperson Virginia Nightingale made a motion, seconded by Councilperson David Patzwahl, to hold the July Monthly Town Board meeting on July 21st at 11:00 a.m. instead of the regularly scheduled meeting on July 9th. 4-ayes, Motion Carried. Roll call showed: Supervisor Gary Flaherty-yes; Virginia Nightingale-yes; Carrie Bither-yes; and David Patzwahl-yes. Motion approved.

Resignation: Supervisor Gary Flaherty said he received a letter of resignation from Town Justice Peter Stelling to be effective as of July 17th, 2007. Supervisor Flaherty asked that we advertise for applicants.

MOTION: Councilperson David Patzwahl made a motion, seconded by Councilperson Virginia Nightingale, to pay Michael Slattery for the mowing and trimming of the Flat Brook Cemetery. 4-ayes, Motion Carried. Roll call showed: Supervisor Gary Flaherty-yes; Virginia Nightingale-yes; Carrie Bither-yes; and David Patzwahl-yes. Motion approved.

MOTION: Councilperson Virginia Nightingale made a motion, seconded by Councilperson Carrie Bither to hold a Special Meeting, downstairs, at the Town Hall on July 18th, 2007, at 7:00 p.m., to appoint a permanent maintenance person for the Flat Brook Cemetery. 4-ayes, Motion Carried. Roll call showed: Supervisor Gary Flaherty-yes; Virginia Nightingale-yes; Carrie Bither-yes; and David Patzwahl-yes. Motion approved.

Supervisor Gary Flaherty said that at the Budget school he attended he learned that the monthly bills are neither public nor foilable until approved for payment and checks are cut.

HIGHWAY REPORT:
The monthly report is on file at the Town Clerk’s office.
Superintendent of Highways, Bernhard Meyer, said that they have had nine engineer responses interested in the Vanderburgh project.
There are new Federal standards that must be met (size, colors, reflector material) on new signs affective September 13, 2007.

ZONING LAWS: Councilperson Carrie Bither inquired about the status of the Zoning Laws.
Su0pervisor Flaherty said we are still waiting.

TIEGER COURT ORDER Board member Virginia Nightingale wanted to know the status of the court order or what attorney Jessica Wilcox has done. Attorney Wilcox is waiting for photos of the residence.

CANAAN DAY: Supervisor Flaherty said that Canaan Day will be held the second Saturday in July. Columbia County Clerk, Holly Tanner, will be present to issue passport applications.
Berkshire Farm will supply different activities.

MOTION: Board member Carrie Bither made a motion, seconded by Board member Virginia Nightingale to approve the attendance of Town Clerk, Charlotte Cowan, at the Cornell Municipal Clerks Institute, July 22 to July 26, 2007. 4-ayes, Motion Carried. Roll call showed: Supervisor Gary Flaherty-yes; Virginia Nightingale-yes; Carrie Bither-yes; and David Patzwahl-yes. Motion approved.

ADJOURNMENT: Councilperson Virginia Nightingale made a motion, seconded by Councilperson Carrie Bither, to adjourn the meeting at 8:50 p.m. 4-ayes, Motion carried. Roll-call showed: Supervisor Gary Flaherty-yes; Councilperson Carrie Bither-yes; Councilperson David Patzwahl-yes; and Councilperson Virginia Nightingale-yes. Motion carried.
